Lottery of visa

Hello every one! Can some one tell me how it works with the lottery of visa in Cuba. I have a brother that he is asking me about the lottery he won. How long it takes to come to the USA. He and wife went to the Havana to talk to them and paid the fees that they need it. And now they are telling him about a white letter that he needs. So far this is costing around 3500.00. Is this the truth about them coming to the USA or they are taking the money.
