what you need to do is buy the card when you are going to make the call. Don't buy the card and keep it there for a long time. Buy it and inmediatelly make the call, otherwise you are subject to taxes and fees.
This has been working for me.

Also people, notice that if you buy only a 20 dollar card, you get a 2 dollar processing fee, buy more than that and you don't have to pay that fee.

Also don't buy the hello cuba card unless you are not going to talk to the whole 40 minutes. If you are going to break the call, use the 1 second rounding card, 20 dollars for 24 minutes. The good think about this one is that if the call doesn't connect, there are no worries since you only get charge 1 second, instead of 4 minutes or whatever the rounding is.
